CONTRACT & COPY REQUIREMENTS
Advertising Policy
Verbal agreements, promises or special waivers not contained in this rate card shall not be binding. All advertising copy is subject to the approval of the Western Courier editor in chief. Advertising which is untrue, deceptive, defamatory or fraudulent in whole or in part will not be accepted.
Advertisers may enter into a contract for advertising provided the account is in good standing. Advertisers who do not use the amount of space stipulated in the contract in the time allotted agree to pay the Western Courier for all unused space.
The Western Courier is not responsible for incorrect ad copy submitted by the advertiser. Changes in approved advertising content will not be made after deadline. Changes can only be made if submitted by 3 p.m. the day before advertising is to run.
All advertising offering the sale of goods, services or ideas must contain the name of the person, company, or organization making the offer including political advertising.
The primary responsibility for truthful and nondeceptive advertising rests with the advertiser.
Advertisers will defend the Western Courier in all claims and/or litigation directly or indirectly related to improper or unauthorized use of photographs, names, logos, trademarks, likenesses or any other ad copy given to the Western Courier by the advertiser.
The Western Courier reserves the right to revise the schedule of open rates by giving 30 days written notice.
Make-good and refund disputes will be considered on an individual basis if submitted within one week after publication. Any disputes after that time will not be considered. However, because the Western Courier is printed by Galesburg Printing & Publishing, the Western Courier cannot always be held responsible for printing quality.
Alcohol Advertising Requirements
In the fall of 1991 the Western Courier adopted the following policies concerning alcohol advertising:
I. The Courier will reject alcohol advertising which promotes or encourages excessive and/or irresponsible drinking.
II. The Courier will require alcohol advertisements to carry disclaimers promoting responsible and sensible drinking practices.
A. Liquor store ads will carry a proof-of-age policy or disclaimer.
B. Drinking establishment ads will carry a disclaimer promoting socially responsible alcohol consumption.
*The Editor-In-Chief will have final approval of all advertising.
Credit
All new accounts are required to pay for ads in advance for sixty days to establish credit. After sixty days a credit application must be approved to extend credit privileges.
Prepaid ads on both open and contract rates will be given a five percent discount.

Local Contract Discount Rates

$5.00 rate: (21-40 col in. per week)
$4.75 rate: (41 col. in. or more weekly)
Contract rates are for a semester and are available to local and campus advertisers with accounts in good standing.
Contracts are legally binding agreements. The Courier advertising manager reserves the right to approve all agreements.

Ad deadline: 4:30 p.m., 2 days prior to publication.
Proof deadline: 3 p.m., 1 day prior to publication.
Note: If a proof is required for a Monday publication, ad copy is due Thursday at 4 p.m. and a proof will be delivered Friday.

A sample of each preprinted item must be received and approved by the Courier Advertising Manager and/or National Sales Director at least four business days prior to publication insertion date. The advertising manager reserves the right to reject inserts from clients who have not submitted samples for approval in the above manner.
Discounts:
Five percent discounts for prepaid advertising will be given to clients with no outstanding account balances. Advertisers without properly established credit must prepay.
Web Advertising
Campus, local, and national advertisers can connect with customers through the Couriers commercial World Wide Web site, www.westerncourier.com, where media convergence is happening. The Courier offers clients animated banners, buttons, micro buttons, display ads with up to four full color graphics, and classifieds too all for low set up charges and weekly rates. Web advertising offers an exciting new way to connect with hundreds of readers fast and for costs well below those of print advertising. Online since 1995, the Courier continues to develop a solid web presence on campus and beyond.

All sections of the Courier Advertising Policy apply. Faxed ads will run when prepayment is received. Student identification cards required at the time of placing classified ads to receive the student rate. Classifieds will not be accepted through the mail unless payment is enclosed. Sorry, but no exceptions.
Advertising Cancellations: Clients will be assessed a 50% preparation charge for each ad canceled after the advertising deadline.
Past Due Accounts: Net due thirty days within receipt of invoice. A monthly 1.5% finance charge is added to all accounts past due. Credit will not be extended when accounts are sixty days past due. Accounts sixty days past due may advertise, but must prepay twice the amount of the ad being placed. The remaining amount will be applied to the account balance.
Page Requests: Requests for advertisement locations will depend on space availability. The paper cant guarantee an ad will run on a specific page.
PERFORMANCE DATA
The Western Courier serves more than 13,000 students, faculty and staff at Western Illinois University publishing each Monday, Wednesday and Friday during the academic year, excluding holidays and breaks. (Consult the publication schedule for exact publication dates.)
Average circulation is 6,500 copies per issue during the school year and 2,000 during the summer. The Western Courier is the only officially recognized student newspaper on campus and is distributed free at 70 locations on campus (including residence halls) and the Macomb business community.
Over the past three years, the Western Courier won 30 awards from the Illinois College Press Association for writing, advertising design and photography. The Western Courier won first place for best sports photo (Daily Category). Other awards included honorable mentions for classified ad section, advertising campaign and full page display advertisement (Open Categories). The Courier received other honorable mentions for sports news story, sports page design, sports feature, in-depth reporting, critical film review and headline writing (Daily Categories except film review, which is Open) These state-wide competition awards were presented at the 2002-2003 ICPA scholastic press competition sponsored by the Chicago Tribune in February 2003.
The Courier student newspaper was inducted into the ACP Hall of Fame in May, 1999.
